I moved to Newton County, Georgia in Nov. 2009 and encountered this roadblock in mid-May. I had no idea why the road was blocked, did not intend to cross the intersection and was headed from my residence to a recycling bin 1,300 steps away from my front door at a local elementary school. When I turned into the school parking lot the trooper swooped down on me demanding to know why I tried to avoid his roadblock. Huh? I simply have no experience with this sort of violation of the rights of private citizens, having lived in Michigan my entire life. I have been asking friends (discreetly) what the deal is but it seems this is a common practice among law enforcement agencies in Georgia. Scary.
