This checkpoint is always active. It appears that it has replaced the "permanent" roadblock formerly at Broadway & Cedar St (which had been active everyday since Nov/2011 has finally been removed).
The NYPD uses the block-long checkpoint, between Ann and Fulton streets, to screen vehicles as they enter the Wall Street area. The NYPD refuses to comment further on this checkpoint.
Though the NYPD does search every commercial vehicle (except for FedEx, UPS, US Postal & Armored Security vehicles), copy their license plate and driver license info (most likely with Time/Date information to be entered into a database)

NYC Police Checkpoint (Southbound only) stopping all commercial vehicles. Started at 7AM this morning 7-Feb-2012. I always notice these checkpoints that the NYPD ask to look inside the container/cargo areas - and everyone lets them...But I can not find any laws allowing this; Can you claim 4th Amendment Civil Rights and say no????

Rude Officers asked for license ran it for 10 minutes and released. Driver in front of me was cuffed and jailed for reasons unknown.
