This is a daily roadblock run by the Virginia State Police run under the guise of "Checking that all vehicles are HOV compliant" In other words, the want to make sure that there are 2 or more people in the car. To do this, they stop every car, look in all of the windows, using a flashlight if it is a dark morning, and then step aside. They do not give any direction when they are done.
